Competition Rules and Regulations for Golf de la Prèze

  1. General
    1. The Committee is responsible for setting out the golfing calendar and organising the competitions as specified within "The Rules of Golf".
    2. The Committee will be represented at every competition by an Organiser known as "Capitaine de Jeu".
    3. All competitions will be played according to the "Rules of Golf" as laid down by the Royal and Ancient Golf Club of St. Andrews and the local rules of our Association valid on the day. Only Amateurs can enter these competitions.
    4. All Medal and Stableford competitions will count for handicap purposes provided playing conditions are suitable.
    5. All players should be aware of the rules when entering a competition.
    6. If ever there is a contradiction between local rules and the "Rules of Golf" the latter takes priority. If there is still a difference of opinion the Committee reserve the right to intervene and make a final decision.
  2. Taking Part
    1. Any amateur player possessing a valid French licence, a medical certificate and who can justify his playing ability by means of either a Green Card or Handicap Certificate can take part in competitions. The Index Categories are as listed either by the League Administrator or by the Organiser (Capitaine de Jeu).
    2. If a competition lacks sufficient entries the Organiser can decide not to issue a start sheet thereby cancelling the competition.
    3. If the golf course is deemed to be in particularly bad condition the scores will not be counted for handicap purposes.
  3. Entries and Cancelations
    1. Competition entries can be done directly by Internet under the title "Association Calendrier" or at the golf reception desk. The entry list will be available 2 weeks before the due date.
    2. All necessary information governing each competition (i.e. Stableford, Scramble etc) will be clearly marked on the entry sheet at the reception desk, on the internet site, on the starting list and on the notice board.
    3. The entry list will provide the following information:- The Type of Competition, the date, index categories and if necessary any additional conditions appertaining to the competitions being held.
    4. Cancellations must be made known to the Reception desk at the Golf Club at the latest on the afternoon 36 hours before the competition starts. This is to allow the Organiser to issue a final starting sheet 24 hours before the competition.
    5. All players on the starting sheet are under an obligation to pay their competition entry fees. If they do not turn up they will be automatically banned from all competitions for a period of 7 days. If it happens again the same player will be banned for 14 days from all competitions. If a player does not turn up for a Club Championship event he/she will be banned from entering the same competition next year.
  4. Starting Sheet
    1. The Committee organises the competitions. After the starting sheet has been completed, the Committee reserves the right to make any changes necessary to ensure a trouble free round, even if the list has already been made public.
    2. The Committee has the right to alter the Calendar of events either on the Entry List or on the Start Sheet. It may change a player's handicap or limit the number of players and/or exclude certain players.
    3. Players entered in a competition must know their Tee time and with whom they are playing with in advance.
    4. The Start Sheet will be available on the notice board, at the Golf Reception desk and on the Internet. It will be issued the morning of the day before the Competition takes place.
    5. The Start List will contain the name, format and the date of the competition as well as the name and tee time of every player.
    6. Only the Committee can make changes to the Start List once it has been issued.
  5. Entry fees
    1. An entry fee will be charged for every competition. The Committee will inform members at the beginning of the season of the fees involved on the Notice Board and on the Internet site.
  6. Competition
    1. The Organiser (Capitaine de Jeu) must stay in the Clubhouse up to 20 minutes before the tee time of the final flight.
    2. All players must report to the Organiser at least half an hour before their tee time. At the same time entry fees must be paid and score cards handed out. If a player is late arriving the Organiser can give his place to another player or alter the flight arrangements.
    3. Players must be at their tee-off place 10 minutes before their start time. If a starter is present make yourself known. Any delay could lead to a disqualification. If the Organiser makes a judgement that it is more appropriate in the circumstances not to disqualify someone then the player in question may lose the first hole (matchplay) or receive a 2 stroke penalty (strokeplay or stableford).
    4. Players must abide by their tee-off times and the order of play.
    5. Whilst in competition all players must respect the "Rules of Golf" and golfing etiquette.
    6. Before the competition starts players must swap their scorecards and at the end of the competition it is each player's responsibility to make sure their card is correct and properly signed by both marker and scorer. The cards should then be handed over as quickly as possible to the Organiser. Any incomplete, wrong or illegible cards will not be accepted and will be considered as a "No Return" or could even lead to disqualification.
    7. The Organiser alone has the authority to cancel a competition, to temporarily halt or interrupt a competition if forced by circumstances.
    8. A player can decide to stop playing at any time for safety reasons if a thunderstorm is overhead. The Organiser can also take this decision in which case all players must cease play immediately or be disqualified.
    9. The Committee can authorise the use of buggies to those players who are suffering from a genuine disability covered by a relevant medical certificate. No other player may use a buggy nor may they place their golfbag in a buggy. Any unauthorised player using a buggy will be penalised according to the "Rules of Golf" Appendix I, Part C, Article 9. Buggies are totally forbidden to any players during Club Championship events.
    10. Players may use a caddy if they wish.
    11. No mobile 'phones or other electrical devices will be allowed on the Golf Course.
  7. Scores and Prize Givings
    1. With the exception of the Club Championships, in case of a tie, the rules of the ELKA system will be used to settle the result. Club Championship Matchplay or Strokeplay events will be settled, in case of a tie after 18 holes, by a Playoff over holes 17 and 18. If the result is still tied players will continue playing until advantage is gained. In a Greensome situation the rules FF Golf/ELKA are applied.
    2. Prizegivings will be held as soon as possible after the arrival of the last flight. Only players attending the prize-giving may receive a prize.
    3. In the case where the Organiser reaches an improper decision on the "Rules of Golf", etiquette or conditions of play the results will still stand.
    4. The Organiser is authorised not to bestow a prize on any player if it is obvious that they have played off the wrong handicap, that is to say that they have not played a sufficient number of qualifying competitions before entering the competition in question. A minimum of 4 qualifying competitions should be played throughout the year.
